What is the SFCA American Rescue Plan Grant?

The National Endowment for the Arts provided funds received from the American Rescue Plan to the State Foundation on Culture and the Arts (SFCA) to distribute to the arts and culture community throughout the State of Hawaiʻi. This emergency funding is designed to support the arts sector as it recovers from the devastating impact of COVID-19.

About the Application Process

Intent to Apply and Application must be entirely completed and submitted via the Hawaii GO Smart online application system (Hawaii.GoSmart.org).

The SFCA American Rescue Plan (ARP) Recovery Grant supporting eligible nonprofit culture and arts organizations will launch the Intent to Apply from June 1, 2021 through July 18, 2021. Organizations must submit their eligibility documents by the Intent to Apply deadline to complete an Application. The Application will open July 1, 2021 and close July 31, 2021.

The grant request amount is $15,000 and there is no match requirement for organizations. The recovery grant supports: 

  • Salaried staff positions
  • Fees for artists and contractual personnel
  • Facilities expenses
  • Costs associated with the health and safety supplies for staff and/or visitors and audiences (PPE & cleaning supplies)
  • Select marketing and promotion costs

Yes, however, State Administrative Rules- (§3-94-1) only permit organizations to have one contracted grant at a time. If an organization is awarded a Biennium Grants FY 2022 grant, the project must be completed and the Final Report submitted by February 28, 2022. The grant implementation period for the SFCA ARP Recovery Grant will be April 1, 2022, through May 31, 2022.

If the organization is unable to complete its project and submit its Final Report by February 28, 2022, the organization will not be eligible to contract and receive the SFCA ARP Recovery Grant.

Yes. The SFCA does not prohibit organizations from applying to non-SFCA grants that are also funded with American Rescue Plan funds. We recommend contacting the granting organization regarding their application guidelines.

Yes. The SFCA ARP Recovery Grant award amount is $15,000. The total award amount must be expended by the organization on the allowable costs within the grant implementation period.

Yes. SFCA may request, at any time, evidence to support that awarded funding was expended on the allowable costs associated with the SFCA ARP Recovery grant.
